Municipal Website
Development And Modernization

website redesign, upgrades & infrastructure improvements

Built Around How Municipalities Actually Operate

Existing municipal sites are often outdated, making them difficult to update. In many cases, the current website was built under a previous administration and has grown organically over many years. Limited staffing and personnel changes often cause a reliance on outside vendors to make updates or publish public notices. As difficult as this is for the admin staff, it’s equally challenging for residents to locate information and the documents they need.

Maximus Municipal Management is dedicated to providing updated websites with a modern design that are easier for organizations to manage and maintain over time while also providing a better user experience for the communities that rely upon them.

Common Issues With Legacy Websites

Modern Websites Without Starting From Scratch

Popular Project Requests

Not Every Website Needs a Full Rebuild

So often a legacy website sticks around past its “best use by date” because we all learned the phrase “If it ain’t broke…” Additionally, the workload of clerks and admin staff doesn’t leave much time to take on a project of this size. The reality is that many smaller municipalities are run by people with full lives and often a different “day job”.  The good news is that you don’t have to tackle this on your own, and we’re not trying to reinvent the wheel.

We analyze the current website, hosting plan, and how it works for you behind the scenes. Then we offer some practical options for you to present to the board of supervisors, council, or key decision makers so it’s easier to make an informed decision and move forward with confidence.

Some municipalities and government organizations already have a functional website and might only be looking to make a few structural improvements or a partial redesign. Others might be built on legacy systems using outdated code, which makes it more practical to migrate the existing content to a modern layout. In some cases it makes sense to modernize over time, improving organization in phased upgrades.

Designed for Clerks and Staff, Not Just IT People

Websites That Staff Can Actually Maintain

Publishing meeting agendas and minutes should not be so difficult. Depending on the system you are using, it can be hours of extra work every month to publish simple PDFs.

We develop simplified admin interfaces that reduces technical barriers to publishing notices, thereby minimizing reliance on outside developers or 3rd party IT pros. Our custom publishing systems take your raw text, and display it in a polished uniform layout that scales perfectly for both mobile and desktop browsers. Simply copy and paste notes from a PDF into a form and the content becomes searchable by category, dates, and the included text. We also provide places to add diagrams, photos, and the signed original PDFs. In just a few clicks, our designs display your materials in modern format aligned with accessibility standards.

Built for Long-Term Stability

Reliable Infrastructure and Ongoing Support

Let’s face it, if you’re migrating, upgrading, or just doing a website redesign now, you’re not looking to repeat this process anytime soon. That’s why we build your site using proven, stable software that has been working for years and will continue to function for a long time to come.

With the addition of our technical training and ongoing support, you can rest assured that things like backups, software & security updates, email functions and domain coordination are something your team can manage themselves. This reduces the dependencies on one person or vendor and eliminates that single point of failure.

Alternatively, if you would rather us do the busy work for you, we’ll happily handle all of the maintenance and updates and send you regular reports. Many of our municipal clients prefer the peace of mind that this offers while reducing their workloads.

Elections and Turnover

Not all of the organizations we work with are subject to regular elections. Some admins are appointed by the governing body, while others operate as a non-profit. The one thing we know for sure is that nothing lasts forever. As people retire, or roles change for whatever reason, we are a consistent presence, ready to help preserve systems and records.

We serve as digital stewards over your organization's data, and help to quickly bring new administrations or staff members up to speed so they’re not left trying to play catch up on day one.

Common Questions:

If you’re already well versed in updating your current website, you should have no trouble at all applying your skills to a different interface. That said, most people prefer some amount of training anytime they start using a different system.

We provide several options for support for web development projects. These typically include written documentation, video walk-throughs, and remote 1-on-1 training sessions to demonstrate the different features so you can ask questions and get a chance to test drive the new system without fear of causing harm.

Typically your site will not go offline for any significant period of time. In most cases we can develop your new website or make changes to the existing site in a separate environment. This means that you can see any changes that are made, but not the general public. We work closely with our partners to seek their feedback and approval of the new site design and features, before making them go live.

In short, No. Your existing email addresses can continue to function as you transition to a new website or different hosting provider. If your domain name changes, you can keep your old inbox active while you phase in the new one (e.g., name@yourtownmn.gov). How you phase in the new email accounts is under your control. We usually recommend setting up a “forward” or an auto-reply on the old account so you don’t miss anything while people get used to the new address. Sending a notice of email address change to key contacts is also extremely helpful to easing the transition.

Yes! Not only can you delegate access to different members of your team, but you can coordinate appropriate permission levels to match the role of each person.

In most cases, yes. We always want to use as much of the existing documents and materials as are available. Existing PDFs, Word documents, photos, and other common file types can usually be transferred or converted into a more modern web-friendly format.

Some older systems or specialized document formats may require additional cleanup or manual migration work, especially if the original files were created using outdated software or scanned as images rather than searchable text.

During the planning process, we review your current materials and determine the most practical approach for preserving and organizing your existing content.

Absolutely! Ongoing support is available  in many ways as part of an ongoing service agreement or on an “as needed” basis. Support can be customized to fit your needs, but some common requests include:
