Helping Local Governments Navigate Their Digital Infrastructure
We started Maximus Municipal Management from the realization that smaller government offices have many of the same responsibilities of larger cities and counties, yet they have less resources and staff available to them.
There are many platforms and vendors that offer services like websites, accessibility assessments, and publishing support for public notices. We see our role in this space as something different.
We are focused on reducing uncertainty, workload, and compliance risks while providing reliable support and ongoing digital stewardship. Building a website or performing accessibility upgrades is just one part of what we do. The ongoing relationship and commitment we bring to our clients is what makes us different.

reduced uncertainty, workload, compliance risk, and reliable support
As we collectively move towards a digital world, there’s an increased expectation of finding public information online. While public bulletin boards and newspaper postings are still widely used, most citizens look for info on their phones or computers first.
People with different abilities also expect to be accommodated in how they access technology, and government mandates are starting to reflect that need. Municipal websites, much like wheelchair ramps at a courthouse, need to be accessible to everyone.
The shift from .com, .org, and .us domains toward .gov domains is only required in some situations today, but many government-related websites are choosing to transition to them now. This not only assures the public that they are looking at official information, but brings enhanced security measures.
Digital requirements are constantly evolving and updating websites, creating backups, and troubleshooting issues adds to the workload of web admin staff. Doing those tasks in addition to publishing public notices becomes a full workload for smaller municipalities because the board, clerk, treasurer, and other staff often wear several hats.
That’s where Maximus Municipal Management comes in…

The Patterns We See
Working with clients to develop and maintain their websites, email, and digital systems over the years has helped us anticipate common needs. We see common problems and situations occur across municipalities, organizations, and even private companies that are much easier to deal with when you can plan to meet these challenges in advance.
Websites with outdated or missing information are an incredibly common situation. Sometimes this happens because of staff turnover where one person had a great deal of institutional knowledge. Lost passwords or complicated publishing methods are another frequent problem that we see. In other cases, something changes with an outside vendor and the website or email systems suffer as a result.
Common Issues
Digital Stewardship
“Each generation holds a trust to preserve the heritage of the past and prepare for the challenges of the future. True stewardship means leaving our institutions stronger, more transparent, and more resilient than we found them.”— Dwight D. Eisenhower
Support When You Need It
Digital systems should remain manageable regardless of website updates and staff turnover. This is one of our founding principles and why we are more than web developers or publishers of public notices. While offering these services and technical support is a key part of what we do day in and day out, the bigger picture is providing peace of mind by reducing dependence on outdated systems and institutional knowledge. At Maximus Municipal Management, our goal is helping municipal offices and government organizations to maintain:
Planning for Continuity
Planning for Continuity
The website, records, and publishing systems should continue working throughout each transition

Technology comes naturally to Max. Early versions of the PC were present at home and he taught himself basic programming in high school. There he also participated in afterschool programs for the facility to help school staff get better acquainted with some of the first generations of Macintosh computers.

Experienced and Ready To Help
Shift into digital work (2016–2019)
Starting in 2016, Max became involved in social media marketing and website development for the PADI dive center he was managing in Bali, Indonesia. His experience with that and long history with sales and marketing in general became the catalyst for launching his own website development and marketing business in 2019, just before the COVID-19 pandemic changed global how much people interact with technology.
Municipal turning point
In 2022 a township in Minnesota approached Max about getting some help with their website. It was an outdated system that only one person, a 3rd party webmaster, was able to edit or publish new notices to. In the process of developing a modern new website for them, he gained valuable insight into the inner workings of smaller municipal offices and their needs.
The system he built to replace their old website not only looked better, but it allowed the clerk and deputy clerk to publish their own notices and make necessary updates on their own. Max provided training so they could keep the website updated and running smoothly. He continues to support that township’s digital needs and has performed troubleshooting, additional upgrades to the site’s capabilities, and even helped them transition from a dot-com site to a dot-gov.
